Section He-Hea 101.01 - Purpose and Scope(a) These rules are hereby established to identify the proceedings of the health services planning and review board in its administration of the certificate of need program pursuant to RSA 151-C, including decisions on applications that projects are not subject to review.(b) Pursuant to RSA 151-C:4, any person offering or developing a new institutional health service, or arranging financing for such, shall obtain a certificate of need for the service.N.H.
