Section He-C 6438.02 - Definitions(a) "Department (DHHS) means the New Hampshire department of health and human services.(b) "Division for children, youth and families (DCYF) " means the division for children, youth, and families, an organizational unit in the department of health and human services.(c) "Child placing agency (CPA) " means a child-placing agency as defined in RSA 170-E: 25, IV.(d) "Hard-to-place child" means "hard-to-place-child" as defined in RSA 170-F:2,III, namely a child in or likely to be placed in a foster home who is found by the commissioner to be legally free for, but difficult to place in, adoption because of physical or other reasons including, but not limited to: (1) Physical or mental disability;(2) Emotional disturbance;(e) "Legally free" means a status of a child whose parents' legal rights have been surrendered or terminated by the probate or family court of jurisdiction.(f) "Legally liable county" means the county in which the court making the order for services related to abused or neglected children, children in need of services, or delinquent children is located.(g) "Special needs" means needs that are associated with the determination that the child is hard-to- place.(h) "Title IV-E" means the federal funding source for adoption assistance under Public Law 96-272, amended title IV, part E, federal payments for foster care and adoption.N.H.
