Section He-C 6346.05 - Requirements for Recreation Services
(a) The provider shall submit a copy of:
(1) The camp license issued pursuant to RSA 485-A:24;
(2) The child care license, issued by the department's bureau of child care licensing pursuant to RSA 170-E:4, if the recreation program is also licensed as a child day care, residential care or child placing agency; or
(3) The camp license issued pursuant to another state's licensing authorities.
(b) If the license specified in (a) above does not require a central registry name search and a criminal records check direct service staff shall agree to DCYF submitting their name(s) to:
(1) The DCYF child abuse and neglect central registry and to the central registry in any other state where the individual resided in the previous 5 years, to determine whether there has been a founded child abuse and neglect report, pursuant to RSA 170-E:3-a; and
(2) The department of safety for a criminal records check, pursuant to RSA 170-E:3-a.
(c) The provider shall verify that all direct service staff have successfully completed cardiopulmonary resuscitation (CPR), first aid, and lifesaving training given by the American Red Cross, American Heart Association, Boy Scouts of America, YMCA, or other trainers who are approved by the American Camping Association Board.
(d) Providers shall maintain incident reports on all accidents and personal injuries.
(e) Incident reports shall include, at a minimum, a detailed description of the incident, including:
(1) The date;
(2) Where the incident occurred, if applicable;
(3) What occurred;
(4) The identification of all parties involved; and
(5) How the incident was resolved.
(f) The recreational program shall share information regarding incident reports as follows:
(1) Parents, guardians and DCYF or DJJS shall be notified immediately and provided with the details of the incident;
(2) If requested by any person identified in (1) above, a copy of the written incident report shall be provided; and
(3) If any of the required contacts in (1) above do not have a phone, a written copy of the incident report shall be mailed to the last known address.
(g) Providers shall maintain medication logs for all illnesses requiring medication.
(h) All child-specific reports written by the provider shall be available for review by their parents or guardians.
(i) Program directors shall:
(1) Possess a bachelor's degree in education, guidance, social science, or a related field with an emphasis in human services or recreation;
(2) Have 2 years of experience in recreation service or equivalent training and experience;
(3) Submit a resume that describes education and/or experience to DCYF at the time of application and review of continued certification compliance;
(4) Recruit, hire, and oversee the work of all program and direct service staff;
(5) Supervise the direct services staff; and
(6) Report immediately to the CPSW or JPPO any incident of:
a. Running away by a child; or
b. Any injury requiring emergency medical treatment.
(7) Submit a description of the following:
a. The type of recreational service to be provided;
b. The population to be served; and
c. Administrative procedures which include:
1. Recreation program or camp admission requirements; and
2. Unplanned dismissals.
