Section He-C 501.02 - Definitions(a) "Commissioner" means the commissioner of the New Hampshire department of health and human services, or his or her designee.(b) "Controlled drug analog" means "controlled drug analog" as defined in RSA 318-B:1, VI-a.(c) "Controlled drugs" means "controlled drugs" as defined in RSA 318-B:1, VI.(d) "Department" means "department" as defined in RSA 318-B:1, VII-a.(e) "Substance" means any matter which has a chemical constitution.
