Section He-A 401.01 - Purpose and Scope(a) The Access to Recovery (ATR) program is a special initiative funded by federal funds and implemented by the New Hampshire department of health and services' bureau of drug and alcohol services, within the division of community based care services. The program is designed to increase the number of individuals accessing substance abuse clinical treatment and recovery support services, increase the number of individuals in long-term recovery, and expand New Hampshire's service capacity to meet the individual needs of clients through effective care coordination, client choice of providers, and reduced barriers to care.(b) The ATR is a discretionary grant award for a nominal period of 4 years. This grant does not constitute an entitlement for services for any population or segment of the population. The award is intended to target designated populationsnamely, veterans returning from military service in Iraq and Afghanistan, driving while impaired offenders, and prisoners re-entering communities from state correctional facilitiesas a priority for service, which may be changed depending on availability of funds or changes negotiated between the department and the Substance Abuse and Mental Health Services Administration (SAMHSA) Grants Management Office (GMO) .N.H.
