The board shall conduct proceedings for the purpose of acquiring sufficient information to make fair and reasonable decisions on matters within its statutory jurisdiction, including decisions on applications and complaints filed against licensees. These rules are intended to secure the just, efficient and accurate resolution of all board proceedings.
