Section Env-Wq 502.48 - Responsible bidder"Responsible bidder" means an entity that:
(a) Has the technical knowledge necessary to perform the contract;(b) Has adequate financial resources to perform the contract;(c) Is able to comply with the legal or regulatory requirements associated with the contract;(d) Is able to deliver according to the contract schedule;(e) Has either a history of satisfactory performance or no history of unsatisfactory performance;(f) Has good reputation regarding integrity; and(g) Has or can obtain necessary data, equipment, and facilities to perform the contract.N.H.
