"Responsible party" means any person subject to the strict liability provisions of RSA 146-A:3-a, RSA 147-A:9, RSA 146-C:11, or RSA 147-B:10. For any site where there is more than one responsible party, the term includes all responsible parties or the point of contact, as applicable from the context of the rule where the term is used.
