Section Env-A 4705.04 - Emissions Baseline(a) The emissions baseline shall represent the potential fugitive landfill emissions of CH4, in tons of CO2e, as represented by the CH4 collected and metered for thermal destruction as part of the offset project.(b) The emissions baseline shall be calculated in accordance with the following: (1) "V" means the volume of CH4 collected in cubic feet (ft3);(2) "M" means the mass of CH4 per ft3, where the default value is 0.04246 lbs/ft3 at 1 atmosphere and 20 degrees C;(3) "OX" means the oxidation factor, equal to 0.10, which represents the estimated portion of collected CH4 that would have eventually oxidized to CO2 if not collected;(4) "GWP" means the CO2e global warming potential of CH4, equal to 25; and (5 Emissions in tons CO2e equals the product of V times M times GWP times the result of 1 minus OX, all divided by 2000, as shown in the following equation:
Emissions (tons CO2e) = (V x M x (1-OX) x GWP)/2000
