Section Env-A 4704.04 - Review, Signature, and Certification of Independent Verifier(a) An independent verifier accredited pursuant to Env-A 4710 shall: (1) Review the entire application, with awareness of any applicable guidance issued by the department working with the regional organization; and(2) Evaluate the contents in relation to the applicable requirements of Env-A 4703 and Env-A 4705 through Env-A 4709.(b) As part of the evaluation, the independent verifier shall specifically determine the following: (1) The adequacy and validity of information supplied by the project sponsor to demonstrate that the offset project meets the applicable eligibility requirements of Env-A 4703 and Env-A 4705 through Env-A 4709;(2) The adequacy and validity of information supplied by the project sponsor to demonstrate baseline emissions pursuant to the applicable requirements of Env-A 4705 through Env-A 4709; and(3) The adequacy of the monitoring and verification plan submitted pursuant to the applicable requirements of Env-A 4705 through Env-A 4709.(c) The independent verifier shall sign a verification report and certification statement for submission with the consistency application, to verify and certify compliance with (a) and (b), above.N.H.
