Section Env-A 4701.01 - Purpose

The purpose of this chapter is to establish the criteria and procedures for the award of carbon dioxide (CO₂) offset allowances pursuant to RSA 125-O:21, V, in order to ensure that CO₂ offset allowances awarded represent CO₂ equivalent emission reductions or carbon sequestration that are real, additional, verifiable, enforceable, and permanent within the framework of a standards-based approach.
