Section Env-A 4602.23 - CO[2] budget emissions limitation

"CO₂ budget emissions limitation" means, for a CO₂ budget source, the number of allowances held by the CO₂ budget source in a compliance account at the end of a control period or an interim control period equivalent to the tons of CO₂ emissions in that control period or an interim control period.
