"Emergency asbestos abatement project" means any asbestos abatement activity requiring immediate action due to public health reasons or safety reasons or economic hardship, which was not planned but results from a sudden, unexpected event. The term includes activities necessitated by non-routine failures of asbestos-containing equipment, the repair of which would require asbestos abatement.
