Section En 606.02 - Distribution System and Mains(a) Water mains shall be installed below the normal frost line or otherwise protected to prevent freezing. Mains used exclusively to provide temporary or seasonal service shall be excluded from this requirement.(b) Insofar as practicable, the water utility shall design its distribution system so as to avoid dead ends on its mains.(c) Where dead ends are unavoidable the water utility shall provide hydrants or valves for the purpose of flushing the mains.(d) Where dead ends are unavoidable the water utility shall adhere to the following standards:(1) Mains with dead ends shall be flushed as often as necessary to maintain the proper quality of the water;(2) Records shall be kept of all flushings of mains, showing the date, place, and duration; and(3) Flushing records shall be used as a guide in determining the necessary frequency of flushing of the same mains thereafter.(e) Valves shall be provided at intervals in the mains sufficient to allow the water utility to facilitate repairs and minimize interruptions of service.(f) Whenever feasible, the distribution system shall be laid out in a grid segmented so that in case of breaks or repairs the number of customers affected can be minimized.N.H.
