Section Emp 209.02 - Scope

(a) These rules shall apply to all hearings required by state law to be conducted by thedepartment at which public comment shall be solicited, except that they shall not apply to adjudicative hearings.

(b) If any requirement set by these rules conflicts with an applicable statute such other authority shall control.
