(a) All notices, orders, decisions or other documents issued by the presiding officer or the department shall be delivered to all parties to the proceeding.(b) Delivery of all documents relating to a proceeding shall be made by personal delivery, by e-mail notice pursuant to Emp 405.01, e-mail notice pursuant to Emp 405.03, or by depositing a copy of the document, by first class mail, postage prepaid, in the United States mail, addressed to the last address given to the department by the party.(c) When a party appears by a representative, delivery of a document to the party's representative at the address stated on the appearance filed by the representative or by e-mail notice pursuant to Emp 405.05, shall constitute delivery to the party.N.H.
