If there is an objection to a petition or a petition is not otherwise approved, the commissioner or the commissioner's designee shall identify the information relied upon in the decision and shall make written findings in support of the decision. Except as provided in Emp 204.04, the decision of the commissioner or the commissioner's designee shall be final.
