Section Ed 507.13 - Driver Education Teacher
(a) In accordance with RSA 186:11, XXXI, a driver education teacher shall not be required to be certified as a secondary school teacher.
(b) An individual who chooses to be certified as a driver education teacher shall have the following entry requirements to be certified as a driver education teacher:
(1) Have acquired the competencies, skills, and knowledge itemized in (c) below through experience in comparable positions, provided that the requirements in Saf-C 3104.03(a)(2) are met through comparable programs;
(2) Hold a valid driver's license for a minimum of 5 consecutive years immediately prior to the date of application; and
(3) Have a driving record that meets the requirements of Saf-C 3105.02.
(c) Qualifications for a driver education teacher shall include the following competencies, skills, and knowledge:
(1) The professional education requirements as described in Ed. 505.07;
(2) Knowledge of the basic elements of driver and traffic safety education, including:
a. Theories of crash or collision causation;
b. Interpretation of the elements of the highway transportation system;
c. Components of the driving task;
d. The psychological and physiological factors affecting driver behavior; and
e. Laws and rules the regulate motor vehicle operation;
(3) Ability to plan and deliver instruction in both the classroom and behind-the-wheel phases of a driver education program;
(4) Ability to plan and conduct assessment of student performance in both classroom and behind-the-wheel phases of a driver education program;
(5) Knowledge of ethical and appropriate behaviors for dealing with students in both the classroom and behind-the-wheel phases of driver education;
(6) Ability to manage a driver education program including the preparation of reports and budgets, recommending/purchase of equipment and supplies, maintenance of a driver education vehicle, and communicating with parents;
(7) Ability to work effectively with all students that enroll in a driver education program including students with educational or physical disabilities in the regular classroom; and
(8) Knowledge of the effects of alcohol and other drugs on the driving task.
(d) The candidate may qualify for certification under one of the alternatives in Ed 505.01 - Ed 505.04, provided that the candidate shall not be subject to the basic academic skills and subject area assessment as provided in Ed 513.01.
