Section Ed 1129.12 - Reasonable Costs(a) The reasonableness of specific costs shall be determined by the department by applying (b), below.(b) Costs shall be allowed provided they can be justified by one or more of the following criteria: (1) The cost shall be of a type necessary for the operation of the organization or performance of an activity or function of the program;(2) The cost shall be consistent with accepted sound business practices, arm's length bargaining, federal and state law, rules of the state board of education, or generally accepted accounting principles;(3) The cost request shall not deviate by more than 5% from the average cost incurred in facilities or circumstances which are similar;(4) Year to year cost increase shall not deviate from those cost increases as measured by the price indices in the consumer price index or 5%, whichever is greater.(5) The cost request can be explained by a minimum 10% fluctuation in school enrollment from year to year.N.H.
