Section Ec-Wet 203.01 - Initiating an Appeal(a) Any person who wishes to appeal a department decision shall file a notice of appeal and one copy in accordance with this section and RSA 21-O:14, I-a.(b) The notice of appeal shall: (1) Conform to the filing requirements of Ec-Wet 201.01;(2) Conform to the notice of appeal requirements of RSA 21-O:14, I-a;(3) Identify and include a complete copy of the department decision being appealed;(4) Include a clear and concise statement of facts and law that explains why the department decision was unlawful or unreasonable; and(5) Include a certification statement that a notice of appeal has been served in accordance with Ec-Wet 201.03 and Ec-Wet 203.01(d), specifying the name and electronic mail address to whom the notice was sent.(c) The notice of appeal may include such other information as the appellant deems material and relevant, including illustrations, charts, photographs, and sworn written testimony.(d) The appellant shall serve the notice of appeal to:(2) Any party to the department decision being appealed other than the appellant;(3) Each party listed on the copy line of the department decision being appealed; and(4) Any party entitled to notice pursuant to RSA 482-A:10, V, if applicable.N.H.
