Section Dec 204.13 - Quorum(a) Five members of the committee shall constitute a quorum for the purpose of holding and conducting a hearing.(b) If a quorum of 5 members of the committee is lacking, then 4 members of the committee shall constitute a quorum for the purpose of holding and conducting the hearing, provided that a decision of the committee shall be made by a quorum of the committee after a review of the transcript and exhibits presented at the hearing by the committee members who did not attend the hearing.N.H.
