The procedures set forth in this chapter shall apply to processing of complaints, petitions for rulemaking, waiver of procedural and non-procedural rules, declaratory rulings, and all adjudicative proceedings conducted by the commission. These procedural rules shall apply to the commission and all persons within the commission's jurisdiction, including promoters of fighting sports, license applicants and persons filing petitions, complaints and appeals.
