The authority shall evaluate each request for a reservation, assignment or allocation of bond limit against the factors listed in Bfa 505.01. The authority shall not directly compare bond issues that come before it at the same time, except where the total amount of bond limit sought to be reserved, assigned or allocated exceeds the amount of available bond limit.
