Section Bcr 215.07 - Standard of Review on Appeal(a) On appeal, the appellant shall have the burden of proving, by a clear preponderance of the evidence, that the licensing board's decision was: (1) Not supported by substantial evidence on the record;(2) Arbitrary and capricious;(3) An abuse of the licensing board's discretion; orN.H.
