Section Asb 102.02 - Powers and Duties of the Board

The powers and duties of the assessing standards board pursuant to RSA 21-J:14-b shall be to:

(a) Establish practice and procedure standards for assessing officials relative to mass appraisal;
(b) Establish guidelines for the administration of the property tax and assessment of real property in state property tax systems;
(c) Establish standards for the certification of assessing officials;
(d) Establish guidelines for the monitoring and auditing of municipalities;
(e) Identify sales-chasing practices and recommend legislation relative to penalties;
(f) Establish forms and procedures;
(g) Recommend to the legislature any study to determine the status of or improvements of assessing in the state;
(h) Annually determine, vote upon and recommend to the chairman of the board the standards, guidelines and practices for use in the forthcoming year;
(i) Annually hold a minimum of 3 public forums throughout the state to receive verbal and written comment from the public on assessing standards and practices;
(j) Annually elect a chairperson of the board;
(k) Adopt rules as required by RSA 21-J:14-b, I-a; and
(l) File a report of findings and recommendations for legislation by December 1 of each year with the:
(1) Governor;
(2) Senate president;
(3) Speaker of the house;
(4) Senate clerk;
(5) House clerk; and
(6) State library.
