Section Adm 208.03 - Role of Agency Staff and Complainants(a) Personnel identified as the agency's representative in the proceeding shall be responsible for presenting the agency's case, whether or not he or she appears as a witness.(b) If not identified as the agency's representative in the proceeding, agency staff shall have no role in the hearing unless:(1) Designated as the presiding officer;(2) Assigned to render clerical or administrative support in connection with the proceeding; or(c) Unless called as a witness, granted intervenor status or a party to a dispute, a complainant shall have no role in a disciplinary or enforcement proceeding.N.H.
