1. Before a hearing, the Administrator may issue an order for a prehearing conference.2. The order described in subsection 1 must provide:(a) The time and place of the prehearing conference; and(b) The issues to be resolved at the prehearing conference.3. The Administrator may enter any reasonable order governing the conduct of the prehearing conference, including, without limitation, authorizing a party, for good cause shown, to attend the prehearing conference by telephone.4.
