Section 338.132 - "Administrative proceeding" defined

"Administrative proceeding" means a hearing for which there is:

1. A notice of hearing in a contested case;

2. A right to be represented by counsel;

3. An opportunity to respond and present evidence;

4. A record of the proceeding; and

5. A finding of fact and a conclusion of law.
