Section 213.125 - Requirements for reapplicationAny person whose application for clemency has been considered by the Board and who has been denied favorable action by the Board may not reapply for clemency unless:
1. The person shows a substantial change of circumstance that merits consideration by the Board; or2. The Board provided instructions to the person at a previous hearing and the person has demonstrated that he or she has complied fully with the instructions.Nev. Admin. Code § 213.125
