Parties to any proceeding before the Commission may agree upon any fact or issue involved in the controversy, either by written stipulation entered into the record as an exhibit, or by oral agreement stated on the record. The Commission is not bound by a stipulation. See, Ireland v. Stalbaum, 162 Neb. 630, 77 N.W.2d 155, (1956).
