After completing the evaluation of bids or proposals, the Division will select a bidder or reject all bids. The Division will then begin negotiating with the bidder, or award a contract. All major procurements, must be approved by the State Tax Commissioner.
The Division reserves the right to reject any or all bids or proposals. Bids or proposals may be rejected because of faulty specifications, abandonment of the project, insufficient funds, evidence of unfair or flawed bidding process, failure of a bidder to meet the Division's requirements, or for any other reason if the Division determines that the best interests of lottery will be served by rejecting any or all bids. Following the rejection of bids, new bids may be requested by the Division at any time deemed convenient by the Division.
