Upon receiving a completed application for induced ground water recharge, the Director or Director's designee shall prepare a notice of the application. As a minimum standard, the notice shall include the name of the applicant, the proposed area of induced ground water recharge, and the amount of water requested for appropriation. The notice shall be published once a week for three consecutive weeks in a newspaper of general circulation in each county containing lands involved in the application, and in a newspaper of general circulation in Nebraska. The notice shall state that any person may file a written request for a hearing (or, if the Director is holding a hearing on his own motion, may file a written request to be made a party to the hearing) within two weeks from the date of final publication of the notice.
