All awards made pursuant to 3, subsection 001.01 of Title 80 shall be to the provider who rendered services unless the Committee or Hearing Officer directs otherwise. All other awards, whether in lump sum or in installment, shall be made to the order of the eligible applicant or the estate of a deceased victim.
