Dependent shall mean a relative of a deceased victim who was dependent upon the victim's income at the time of death, including a child of a victim born after a victim's death. For the purposes of this definition and due to limited availability of funds under the Act, dependent means a relative who was dependent upon the victim for more than half of his or her support at the time of death.
