Prior to an insurer or similar organization offering group long-term care insurance to a resident of this state pursuant to Neb.Rev.Stat. § 44-4511, it shall file with the Director evidence that the group policy or certificate thereunder has been approved by a state having statutory or regulatory long-term care insurance requirements substantially similar to those adopted in this state.
