Any person conducting the drilling, driving, boring, or digging of mineral exploration holes on the effective date of these regulations who would have been required to apply for a permit under this Title may continue operations but shall, within thirty days thereafter, file an application with information required in Chapter 3. A report to indicate the requirements of Chapter 5 have been or are being met shall be required if operations cease between the effective date of these regulations and the thirty day filing requirement of this section.
