When a fact sheet is not prepared, a statement of basis will be prepared which shall briefly describe the conditions of the draft permit and the reasons for them, or in the case of a notice to deny a permit, the reasons supporting the preliminary decision. This statement shall be sent to the applicant and on request, to any other person.
