Where educational lands are located outside the Soil Conservation Districts, farming and ranching operations shall be in accordance with the conservation program of the nearest Soil Conservation District having comparable land conditions, such district to be designated by the State Soil Conservation Committee. Each lessee of such educational lands is required to make application to the State Soil Conservation Committee for assistance in planning and applying conservation measures.
