Other transportation facilities within the area of land affected, including railroad spurs, sidings, surface conveyor systems, chutes, aerial tramways, pipelines, powerlines, and other transport facilities must be designed, constructed, reconstructed, maintained, and reclaimed to:
(1) control and minimize diminution or degradation of water quality and quantity;(2) control and minimize air pollution;(3) prevent damage to public and private property; and(4) prevent, to the extent possible using the BTCA: (a) damage to fish, wildlife, and related environmental values; and(b) additional contributions of suspended solids to streamflow or runoff outside the permit area.
