Rule 10.16.3903 - NONPARTICIPATING DISTRICTS(1) The interlocal agreement shall require annual notification of opportunity to join to nonparticipating districts within the geographic boundary of the cooperative. This annual notification must be provided to nonparticipating districts no later than October 1 of each fiscal year and must require response within 60 days from those districts who wish to join.Mont.
