Section 20 CSR 2150-7.130 - Applicants for Certificate of Controlled Substance Prescriptive Authority

PURPOSE: This amendment updates certificate of controlled substance prescriptive authority.

(1) Applicants shall make application on a form prepared by the board and show the applicant meets the requirements of section 334.747, RSMo.
(2) Applicants shall submit the application fee as stated in 20 CSR 2150-7.200.
(3) No application will be considered unless fully and completely made out on the specified form and properly attested. All application requirements must be met to the satisfaction of the board.
(4) Applications shall be sent to the State Board of Registration for the Healing Arts, PO Box 4, Jefferson City, MO 65102.
(5) Prior to commencing practice, the collaborating physician and physician assistant shall attest on a form provided by the board that the physician shall provide supervision appropriate to the physician assistant's training and that the physician assistant shall not practice beyond the physician assistant's training and experience.
(6) Attest on a form provided by the board that the physician shall provide supervision appropriate to the physician assistant's training and experience and that the physician assistant shall not practice beyond the scope of the physician assistant's training and experience nor the collaborating physician's capabilities and training.
(7) Applicants shall file with the board a collaborative practice verification form, signed by a collaborating physician, stating that a physician has delegated to the physician assistant the authority to prescribe: Schedule III, IV, or V controlled substances to the physician assistant; Schedule II-hydrocodone prescription shall be limited to a five- (5-) day supply; Schedule III-limited to a five-(5-) day supply, except buprenorphine can be prescribed for up to a thirty- (30-) day supply without refill for patients receiving medication assisted treatment for substance use disorders under the direction of the collaborating or supervising physician pursuant to section 334.747, RSMo; Schedule IV; or Schedule V. The delegated authority to prescribe shall be consistent with each professional's education, knowledge, skill, and competence. Any limitations on the physician's or physician assistant's ability to prescribe shall be listed on the collaborative practice verification form.
