Suspension shall be for a temporary period pending the completion of an investigation or ensuing legal action, or debarment. If legal, administrative or debarment proceedings are not initiated within 12 months after the date of the suspension notice, the suspension shall be terminated, unless the Executive Director determines that this time should be extended. The suspension may be extended for six (6) months. In no event may a suspension extend beyond 18 months, unless debarment proceedings have been initiated during that period.
