Located within the areas of special flood hazard established in Part 208, Rule 3.1, are areas designated as shallow flooding areas. These areas have flood hazards associated with base flood depths of one to three feet, where a clearly defined channel does not exist and the water path of flooding is unpredictable and indeterminate; therefore, the following provisions, in addition to the standards of Part 208, Rule 5.1 and 5.2 apply:
(1) All new construction and substantial improvements of residential structures shall: Have the lowest floor, including basement, elevated to or above the highest adjacent grade at least as high as the depth number (plus community freeboard) specified in feet on the Flood Insurance Rate Map. If no depth number is specified, the lowest floor, including basement, shall be elevated to no less than three feet six inches above the highest adjacent grade.
(1) All new construction and substantial improvements of non-residential structures shall: a.) Have the lowest floor, including basement, elevated to or above the highest adjacent grade at least as high as the depth number in feet (plus community freeboard) on the Flood Insurance Rate Map. If no depth number is specified, the lowest floor, including basement, shall be elevated to no less than three feet six inches above the highest adjacent grade.b.) Together with attendant utility and sanitary facilities be completely floodproofed to or above the highest adjacent grade at least as high as the depth number in feet (plus community freeboard) specified on the FIRM plus a minimum of 1.5 feet so that any space below that level is watertight with walls substantially impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. Certification is required as stated in Part 208, Rule 5.2 B (2).(2) Adequate drainage paths shall be established around structures on slopes to guide floodwaters around and away from proposed structures. For all accessory buildings in SFHA designated "VE" all requirements stated in Part 208, Rule 5, Section G will apply.
