No such lease agreement shall be executed and no such assignment or other transfer of a leasehold agreement or leasehold interest in a lot or parcel shall be executed, approved, consented to or processed by the District unless the lessee or assignor shall pay, or cause to be paid, to the District a fee in the sum of $250, or such greater amount as shall be authorized by the Board of Directors of the District by resolution made a part of the minutes of the Board and filed with the Secretary of the Board.
