Rule 31-1-8.5 - Non U.S. Citizen License or Identification Cards1. Effective July 1, 2002, state law no longer requires a non U.S. citizen to present a Social Security card to obtain a driver license or identification card.2. We will begin issuing one (1) year license and identification cards for the people who do not have a Social Security card. They will only be valid for one (1) year from the date of issuance. They must present the proper INS documentation papers when applying for the one (1) year license or identification card. The license or identification card will be assigned an 800 number. All persons receiving a non U.S. citizen license or identification card must give the touch signature on the license or identification card.3. The cost for the one (1) year license or identification card will be $10.00. The fee for renewal will also be $10.00. Payment must be cash for all original license or identification cards. Checks may be presented for driver license renewals.4. If a non U.S. citizen already has a Social Security Number, they may receive a four (4) year license.5. In order to renew a one (1) year license or identification card, they must again present all required documentation in order to renew. They must show all INS documentation that they had shown originally.
