Before an application may be deemed complete by the Board, in addition to an absence of felony conviction(s) or misdemeanor conviction(s) involving moral turpitude, in order to establish good moral character, the Board must be in receipt of references from three (3) licensed psychologists that have known or worked with the applicant within the five (5) year period immediately preceding the date of the application.
