Rule 24-1-3.2.3 - GENERAL ADMISSION CRITERIAA. Individuals under five (5) years of age may be admitted only upon approval of the Board of Mental Health to Ellisville State School. Referral to the Board can only be made after review and approval of the Director of the Bureau of Intellectual and Developmental Disabilities and the Executive Director. B.
