The nine (9) month limitation on the date of germination test shall not apply in the case of seeds packaged in hermetically sealed containers in accordance with specifications and conditions set forth in the Rules and Regulations under the Federal Seed Act on preconditioning, container characteristics and labeling. The specific labeling for seed in hermetically sealed containers provided for in the Rules and Regulations under the Federal Seed Act shall be in addition to the general labeling requirements specified in Section 69-3-5 of the Act
