Rule 18-18-4.11 - Surrogate Parent

It is the policy of the Mississippi Department of Human Services, Division of Youth Services, that the rights of students, who are referred for or who receive special education services, are protected. An adult surrogate parent shall be appointed to represent the student in the following instances:

A. A parent cannot be identified;

B. The local educational agency (LEA) cannot locate a parent after reasonable efforts;

C. The student is a ward of the State;

D. The student is an unaccompanied homeless youth.
