Rule 18-17-3.1 - Priority PopulationsA term used to refer to a population with shared characteristics and identify the order in which applications will be processed in the event that funding is inadequate to serve all applicants. Priority Populations include:
A. Temporary Assistance for Needy Families (TANF) recipients,B. Transitional Child Care (TCC) recipients,C. Homeless children, as defined by McKinney-Vento Act,D. Children meeting the definition of Protective Service as identified in chapter 2 of this document. (up to 85% of the SMI),E. Teen parents meeting the work and/or educational requirements,F. Special needs populations, these clients include (up to 85% of the SMI):1) Children with documented special needs or2) Parent(s) with a documented disabilityG. Children of parents who are deployed by a branch of the United States Armed Services (up to 85% of the SMI), andH. Children of very low-income working parent(s) whose income is at 50% or below the SMI.I.
